I want to overclock my cpu, help.?

I have a celeron d processor, and i want to overclock it to 3.0ghz it runs at 2.20 ghz. Is this even possible? Also i need help with the fsb and the graphics card. I have an inspiron 530. I have 2 gb of ram. Im just giveing some info. Also is this safe? like can my computer catch on fire or something lol. Will the fan thats built in be able to cool it. Sorry i just need to know so please give me step by step instructions
